Does the old paint need to be removed?
It depends on adhesion and the condition of the surface. Loose or damaged areas may need removing and preparing before repainting.
Does painting fix a damp wall?
The cause of the damp must be assessed before choosing the finish. Covering the stain does not replace fixing the source of the problem.
